"Cut and Assemble an Early American Seaport" by A.G. Smith (Dover Publications, 1984) includes some cut-out seagulls. It would be a pretty easy matter to combine the wings from that book with Sculpey bodies and get a convincing seagull.

I've noticed there's a real gap on the market in that there is virtually no HO scale wildlife available. I once made a little HO scale mountain goat for a client who's building a GN layout:
