How do I reduce O scale building to HO scale??

I will answer your question, but first may I suggest that you download a file from the freebies page. It is labeled A) and contains a lot of general information about building models in paper and one of the things discussed is changing scales.

But to directly answer you question, (and it has been gone over a few times in this discussion area), every printer that I have encountered in the last 10 years or so, have the ability to print larger or smaller than the original. This function is usually found in the setup menu. All printers are different, so you will just have to find it on yours.

We maintain that you can reduce any file to any scale by printing at a simple percentage of the original. Going larger that the original, has it's own issues and we won't go into it here.

So, as an example, to reduce from O scale (1:48) to HO scale (1:87), simply divide 48 by 87 which give you .551. Therefore set the printer reduction to 55.1% and you should get a perfect HO scale kit. Any other scale works the same way. From HO to N would be 87/160=.543, so print at 54.3%, etc.
