If I understand correctly, I buy an HO kit and then reduce it .54 for N Scale. I was reading somewhere on the website and it mentioned both .54 and .3 for N Scale??? The math says .54

Both are correct. .3 is from O to N. .54 is from HO to N. Always trust the math. Divide the larger scale by the smaller scale.
